On the top floor of a mysterious, narrow building across from Century the Movie Plaza is a bar with a view of the nearby Victory Monument Skytrain station. After walking up a spray-painted stairwell you step onto a terrace, where there’s usually a good pop, (not jazz, as the name suggests) band playing.
There are low tables and seats in front where art students and rockers settle in for the night, but you can’t see much of the city from here. Around the corner are a few more tables with plants in cement pots that form a protective fence between customers and Rang Nam Street, seven stories below. There are usually some foreign expats among the dining couples.
